The President of the SFedU took part in the discussion of the development of the higher education system in Russia

On December 22, the meeting of the Presidium of the Russian Academy of Education was attended by the President of the SFedU, Chairman of the Council of Rectors of Universities in the South of Russia, corresponding member of the Russian Authors' Society Marina Borovskaya.

During the meeting, the issues of the development of the higher education system in the Russian Federation and the competitiveness of Russian universities were discussed.

Dmitry Afanasyev, Deputy Minister of Science and Higher Education of the Russian Federation, drew attention to the new regulatory framework that allows expanding the possibilities of implementing online educational programs (not only on an interuniversity basis, but also with the participation of non-educational organizations, scientific, cultural organizations, manufacturing companies); He stressed the importance of strategic and operational decisions aimed at the development of higher education in Russia, including taking into account the current international context and reviewing the priorities of cooperation between universities and foreign partners, focusing on the practical results of educational, research and educational processes in universities. Strategic projects ("Priority 2030", "Advanced Engineering Schools", "University Technology Entrepreneurship Platform", "Scientific Instrumentation", "Development of Infrastructure for Research and Training") also suggest the need to improve engineering and technical education at school and develop new approaches to teaching physics with the involvement of a broad scientific and pedagogical communities, including the resources of the Russian Academy of Education.

According to Dmitry Afanasyev, since educational work comes to the fore, today it is necessary to form the values of a patriot, not only a professional, but also a citizen, which requires new approaches to teaching history in universities, the formation of new historical knowledge and new value orientations among teachers.

In terms of international cooperation, it is recommended to develop academic mobility programs both within the country and with friendly countries, joint educational programs, as well as higher education infrastructure abroad (branches of leading Russian universities).

Dmitry Afanasyev noted that the number of foreign students in Russian universities is increasing, and there is a need to improve the quality of admission of applicants for training, the need to form a new grant system in this area.

"The development of the national higher education system in the face of modern challenges is one of the priorities for RAS today. Educational work with students, the problems of their academic failure, the formation of professional skills, retraining of teachers and joint research with colleagues from new regions, as well as scientific and methodological support of psychological services of universities - our scientists and specialists are actively working in all these areas. We are open to cooperation on other issues and are always happy to receive suggestions from colleagues," said Olga Vasilyeva, President of the Russian Academy of Education, Academician of the Russian Academy of Education.

Acting Vice-President of RAS, Acting Academician-Secretary of the Department of Vocational Education, Academician of RAS Mikhail Strikhanov noted that the higher education system today needs to be reoriented.

"The key principles of the new system are orientation to the development of the country's interests, achievement of national goals and ensuring technological sovereignty, increasing the role of universities in the formation of specific scientific, educational and scientific and technological results, openness to cooperation; fundamental, flexibility, orientation to practice," he said.

Mikhail Strikhanov named the formation of a unified scientific and educational space throughout the territory of the Russian Federation, the construction of research infrastructure, support for young people and students, and their involvement in science as priorities for regional development. As well as the integration of scientific and educational organizations of the new subjects of the Russian Federation of the DPR, LPR, Zaporozhye and Kherson regions into all programs for the development of higher education.

Separately, during the meeting, the problems of informatization of education, the development of a new didactics – didactics of the period of digital transformation of education were noted. Two structural divisions of RAS are working on their solution – the Department of Philosophy of Education and Theoretical Pedagogy and the Department of Vocational Education.

First Deputy Chairman of the State Duma Committee on Science and Higher Education, Academician of the Russian Academy of Sciences Oleg Smolin outlined the need to develop a system for assessing the quality and monitoring the work of universities, the problems of creating a rating system taking into account the specifics of the country and domestic education.

"We need serious measures to improve the quality of higher education. We should be able to develop our own design solutions," he said.

Rector of Gubkin Russian State University of Oil and Gas (NIU), corresponding member of RAS V. G. Martynov dwelled on the problems of combining in educational and educational processes tasks for the formation of professional and supra-professional competencies, as well as traditional values, taking into account the characteristics and features of the modern "digital" generation of applicants of a technical university.

"The harmonization of state tasks and the competitiveness of universities is the formation of professional and supra–professional competencies, which are based on traditional Russian values, including responsibility, patriotism, collectivism," he said.

 

Corresponding member of the RAS, President of the Southern Federal University, Chairman of the Council of Rectors of the South of Russia Marina Borovskaya noted in her speech that regional universities are called upon to flexibly respond to changes in the needs of society, provide high-level educational programs that meet the interests of their sectoral and territorial subjects, maximize the use of intellectual and other resources.

"Universities today ensure the generation, dissemination and application of new knowledge based on the mutual integration of science, education and innovation. We are able to predict trends in education, science, technology, technology and train specialists in demand in various sectors of the economy, business, technology, culture and other areas, — said Marina Borovskaya. - Today the state is clearly building the line "science — education — technology". And the National project "Science and Universities" is the key to productive infrastructure development. The subjects of Russia today have a big demand for creating jobs for people with higher education, and for this it is necessary that high—tech businesses - small innovative companies - open. Of course, the university, as a driver of the region's development, is responsible for ensuring that our graduates are able to assemble a team, create a startup and manage a high-tech business, understanding its trends."

Following the meeting, the Presidium of the Russian Academy of Education outlined a number of trends in the development of higher education in the Russian Federation: activation of interaction of educational institutions of higher education with employers in order to ensure import substitution processes and technological security; formation of federal and regional educational systems in the context of the realities and prospects of the "post-Bolonian" development of higher education in Russia and integration processes associated with the accession of new subjects of the Russian Federation; designing innovative approaches in the period of digital transformation of higher education.

The decision on the establishment of the Scientific Council for the Development of Higher Education on the basis of the Department of Vocational Education was approved. It was also decided to hold an annual All-Russian scientific and practical conference on the development of higher education with the participation of representatives of the scientific and educational community in the field of higher education and employers' organizations.
